An operations workbook for a government unit — ten linked sheets, one live dashboard, no macros allowed.
The problem
A government operations unit needed a serious operations database in Excel — but security policy ruled out VBA macros and Power BI entirely. The capability had to come from formulas alone.
What I built
- Designed ten interlinked data sheets with a clean structure and clear ownership of each field.
- Used CSE (array) formulas to do the heavy lifting macros normally would — lookups, aggregations, conditional logic — all within policy.
- Topped it with a live dashboard that updates automatically as the underlying sheets change, with no manual refresh and no banned technology.
